Warren Kerr, Mayor [of Kew] 1907-8 Framed ...Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. W. McKay's Sunshine Harvester business expanded there was a requirement for a school to train the company's apprentices. In 1911, H.V. McKay wrote to the Victoria Cabinet offering 2,000 pounds and 4 1/2 acres of land in Derby Rd for a technical school, On the 7th July 1913, the new Sunshine Technical School opened with a wooded administration building with six class rooms and a large galvanised iron workshop for the trade apprentices. Mr George Baxter was appointed principal with assistant teachers, A.J. Dunlop (Maths & English), W.W. Anderson (Art) & H.B. Ernest (Maths & Science). Seventy students were enrolled in the first year of which 44 were apprentices from the Harvester Works. During the First World War Years (1914 - 1918) there was a difficulties with staffing and enrollments. The school was also used to provide vocational training for wounded returned soldiers. In 1919 during the great influenza epidemic the school was used as a hospital. Light blue soft covered booklet of 60 pages with information about office bearers, staff, objects of the school, prizes and scholarships, examinations, time tables, courses, and subjects. The original honor roll no longer exists. There is a framed photograph of it in the current Happy Valley School building now used for community events. This honor roll would appear to be made before the end of WW1 as Ernest Alfred Yung died in September 1917 at Ypres. His brother George Alfred Yung returned who was also in the same battle returned to Australia. Honour rolls were also made to encourage more men to enlist. Margaret Young studied at Ballarat West Art School in 1894. This was one of Ballarat's Art schools. In 1907 they merged and became Ballarat Technical Art School (BTAS). Margaret became a teacher and taught for many years at BTAS, specialising in woodcarving. At the end of the First World War, Honour Boards were requested to be made to honour the men who had served. Ballarat was the main provider of these boards. Margaret Young was one of the people responsible for the carvings and specially mentioned for her work by the Caulfield School in Melbourne. On her resignation, Margaret moved to Adelaide. At the past students Reunion Celebrations in 1930, Margaret Young was to be the Guest of Honour. Unfortunately she was unable to attend due to ill health. The first telephone exchange was established in the U.S.A. in 1877. In 1912 most civilised countries had one. Improvements continued as outlined in the book explaining how they work.The State Electricity Commission of Victoria constructed the Kiewa Hydro Electric Scheme and communicated using a switchboard based in Mt Beauty. This book belonged Roy F. Ballarat Teachers' College was opened on may 4th, 1926, at S.S. 33, Dana Street, with an enrollment of sixty-one students, its original staff consisted of the Principal, Mr W. H. Ellwood, M.A., m.Ed. (Chairman of the Teachers' tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, B.A. (Lecturers). In 1927 Miss P.A. Hamano joined the staff. Teaching practice and special rural school work were carried on in schools in or near Ballarat - drawing, crafts and singing were taught by local teachers. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by twenty-six Manual arts students who had formerly received their training at Ballarat High School. Manual Arts students continued till 1930, when, on grounds of economy, their training was concentrated at Melbourne Teachers' College.\During the four succeeding years approximately sixty students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the college in its brief span of life (1926-1931) Fourteen years were to pass before they were again opened to students on February 2nd, 1946. The college was re-commenced at S.S. Dana Street under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip.Ed., (Acting Principal 1946-1950), and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., V.Com., Dip.Ed., Miss M.H. Miller, L.Mus.A., and Miss G. Kentish, Dip.Phys.Ed. The opening ceremony was performed by the Minister for education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only (for whom 130 Victoria Street was purchased as a hostel) but, at the last moment, men were also accepted. A co-educational college was thus set up instead, and has continued as such. The original Staff has been considerable augmented, and the number of Students has been more than trebled. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teachers' Certificate at the final College assembly each year. In December, 1855, College held its first Graduation Ceremony, with its own Graduation hymn, the words of which were written by Miss C.M. Canty of the staff. Mr Ellwood, former Principal,delivered the occasional address and presented the Ellwood Prize to the outstading student of the year (Mr C.P. Handreck). Students who had successfully completed the course received their certificates from Mr E.B. Pederick, Chief Inspector of Primary Schools. College accomodation having been strained for several years, it was pleasant news when tenders were called in July, 1956, for the building of the first section of the new Ballarat Teachers' College in Gillies Street, near the Botanical Gardens. At the beginning of 1958 the new College was occupied, and staff and students have appreciated greatly the appointments and cacilities of the new buildign. In 1968 the three-year Diploma Course began, co-existent with the other courses which will continue during the transitional period. Each year The Australian Insitutue of Mining Engineers held a meeting in an important mining district or township. In 1906, via the good offices of David Ham an invitation was extended to the Ballarat students to take part in a trip to Broken Hill, via Wallaroo and Moonta, and Port Pirie. They left the Ballarat station on Saturday May 19, 1906 aboard the Adelaide Express. The Ballarat party consisted of David Ham (Ballarat School of Mines Council Member); staff members Frederick J. Martell, A.D. Gilchrist, John Sutherland, A.E.C. Kerr, A. Garard and E.J. McConnon. The attending students were W.P. Avery, M. Boyer, M.H. Bade, E. Booth, E. Crossly, A. Cooper, G.H. Davenport, W.E. Figgis, R. Galloway, C. Hesselmann, H. Hawkesworth, M. McCallum, H.F. Owen, W. Pearce, W. Sayer, J. Sutherand, Arthur E. Tandy and H.C. Valentine. Students were also present from the Working Men's College (later RMIT), Bairnsdale School of Mines, Melbourne University and the Bendigo School of Mines. Members of Australian Institute of Mining Engineers and students from the Ballarat School of Mines at the Central Mine, Broken Hill. John Waghorn was an amateur historian, an authority on the history of Victoria's postal services. He could tell you how mail was delivered in the high country in the 1880s, where the town of Gobur was, or when the overland Melbourne-Sydney mail service began. He admitted that his hobby has got a little out of hand. He had 30 filing cabinets, and indexes of more than 70,000 postal workers over the past 160 years crammed into three rooms at his home.
